General introduction
1. Red Cross volunteers are Vietnamese citizens aged 18 and over, complying with the Association’s Charter, the basic principles of the International Red Cross and Red Crescent Movement and the provisions of the Vietnam Red Cross Volunteer Regulations; having the ability and conditions to participate in humanitarian activities organized by the Association.
2. Red Cross volunteers have the following titles: level 1 volunteer, level 2 volunteer, level 3 volunteer and active volunteer. The recognition of volunteer titles is based on the volunteer’s seniority and contributions to the Association’s activities.
3. Red Cross volunteers voluntarily register to participate in Red Cross activities in accordance with their abilities and conditions and meet the specific tasks of the Association where the Red Cross volunteer lives and works. Red Cross volunteers do not have to pay membership fees and do not participate in voting on Association issues.
Duties of Red Cross volunteers:
a) Comply with the management and assignment of tasks by the management level of the Association or the leader of the Volunteer Team (in case of registering to join the team) and the regulations in the Regulations on the organization and operation of Red Cross volunteers;
b) Propagate, protect and enhance the reputation of the Vietnam Red Cross Society, protect the Red Cross Symbol and the Logo of the Vietnam Red Cross Society;
c) Participate in activities organized by the Vietnam Red Cross Society; mobilize contributions and directly contribute efforts, intelligence, prestige, skills, money and goods to Red Cross activities according to their capabilities and conditions;
d) Regularly participate in Red Cross volunteer teams and groups (for volunteers registering to join the team);
e) Practice professional knowledge and skills to best fulfill assigned tasks; coordinate within and outside the Association’s forces when performing volunteer tasks; Propose to the Association at the Association level initiatives and solutions for the work of the Association and the Red Cross movement;
g) Be present in a timely manner and respond as quickly as possible to Red Cross activities taking place in the area;
h) Participate in developing the activity plan of the volunteer team (if registering to join the team);
i) Depending on conditions and capabilities, Red Cross volunteers have the task of participating in activities and building the grassroots organization of the Association.
Benefits of Red Cross volunteers:
a) Be assigned tasks in accordance with aspirations, conditions and capabilities;
b) Be trained in knowledge and skills of the Association and the Red Cross movement; be shared information and participate in building the Association organization, contribute ideas to the Association’s activities;
c) Be issued a card and use the Red Cross volunteer uniform according to rank. The issuance of cards only applies to volunteers who regularly participate in humanitarian activities organized by the Association;
d) To be supported with necessary conditions and equipment when participating in activities according to the actual capacity of the Association;
e) To be honored, rewarded or proposed for rewards when having outstanding achievements and contributions to Red Cross activities;
g) To have their legitimate and legal rights and interests protected by the Association, and to be assisted by the Association when they or their families encounter difficulties;
h) While performing their duties, if Red Cross volunteers suffer property damage, health damage or loss of life, the Red Cross Association shall propose to resolve their rights according to the provisions of law.
i) Level 1 volunteers are allowed to participate in training courses, coaching, knowledge and skills development for volunteering, Association work and Red Cross movements organized by provincial and municipal Associations; to participate in training courses to become national-level Guides/Trainers in the fields of Association work (when meeting the requirements and appropriate to the field in which the volunteer has contributed to the Association’s activities); be considered to participate in international volunteer programs within and outside the International Red Cross and Red Crescent Movement (when meeting the requirements of the program and the organization); be considered to propose the International Federation of Red Cross and Red Crescent Societies to consider recognizing them as “International Volunteers”.
k) Level 2 volunteers are allowed to participate in training courses, workshops, and fostering of knowledge, volunteer skills, Association work and the Red Cross movement organized by provincial and municipal associations; are allowed to participate in training courses to become provincial-level Guides/Trainers in the fields of Association work (when meeting the requirements and suitable for the field in which the volunteer contributes to the Association’s activities).
l) Level 3 volunteers are allowed to participate in training courses, workshops, and fostering of knowledge, volunteer skills, Association work and the Red Cross movement organized by district-level associations.
